The fees for the International Certificate Banking and Regulation are as follows:

If a candidate fails to pass the examination on their first attempt, they may register to retake the examination. Candidates may purchase additional attempts to pass the examination at USD $100 per attempt. The USD $100 will be charged in order to cover the test site and administrative fee.
Payment Options
Candidates may pay their registration fee by credit card via the secure on-line payment system or they may pay by wire transfer.
Candidates paying by credit card should follow the online instructions during registration. GARP accepts Visa, MasterCard and American Express
Payment by Wire Transfer: a $35 bank charge will be added to the fee for each wire transfer. A $35 bank charge is imposed by the bank; GARP has no control over this fee and does not receive any portion of this fee. Candidates must write their full name and GARP Identification Number on their wire transfer. If this information is not provided, payment can not be processed.

Registration Payment Confirmation
Once the registration form is completed and payment is received and processed, candidates will be sent an immediate confirmation e-mail stating they have fulfilled the registration requirements for the International Certificate.
